Action doesn't work on ARM runners

When I try to run this action on an ARM runner I get this error:

exec /container-retention-policy: exec format error

It's not much effort to run on x64 runner instead. But just thought I would report it in case you do plan on supporting this at some point.

Hi @cswilliams, thanks for the report! IIRC, you cannot run composite actions on arm. I decided at one point that it wasn't worth the work to enable the use-case, since to your point, x86 runners are always available 👍
