If I remember correctly, in one of the earlier versions, the bar could be moved with a mouse click as a drag and drop option, is that no longer possible?

I'm not sure which bar you're referring to, but if you mean columns, we've never had that option, as its very buggy with multiple js plugins.

I seem to remember there once being a video or .gif where a user shows how to drag and drop individual categories and move them as they want?

The only drag and drop re-ordering we've ever had has been for custom fields within a fieldset.
