Improvement in Saturation Steps

When I think about saturation values, I relate them to the 0 to 100 scale in the HSL scale. Currently, saturation steps range from 0 to 1, and the minimum saturation is from 0 to 0.1. The meaning of this range is unclear to me and a bit confusing, but it could be better explained. Or perhaps, it would be better to keep the scale the same as HSL?
