scxtop: Add configuration file

As scxtop gets more complex it should have a configuration file. For example there is a default keymap, which should be customizable. Other options should include default AppTheme and settings for sampling, intervals and perf events. The config should be parsed from a default location or custom file. This will make it easier to package scxtop for distros.
