Rebooting fixes it. Can this be fixed to work without needing to reboot?

What do you mean by "sim card/provider app"?

The sim card menu, not sure how to explain it but it's the thing that only shows up at the end of the list of apps when a sim card is inserted, in Sailfish it shows up as an 'app'.

Ok, so this is is the sim atk menu. The problem is that connman which should be restarted, controls also ofono daemon because it should manage flight mode properly. If user sets flight mode and connman is crashed or restarted after it, for safety reasons ofono should not have a chance to enable mobile network radio.
