list function does not allow filtering questions without any tags

Even though it is explicitly stated that tags can include space, when I try to enter list t/ or list t/ it shows me that error message instead of a filtered list of cards without tags.

Currently, there is no way for user to get a list of cards that has no tags.

I also think the error message here can be misleading for user. Perhaps should explicitly state that tags cannot be empty

Thanks for the feedback, we concluded that this bug is accepted, and should be stated more explicitly in the documentation of the user guide
