ARM64 runners are in public preview; hopefully they are here to stay and we might use them.

It'd be nice to ditch qemu & build natively -& to have tests running on ARM64 again.

It might be a good opportunity to see that productive tags on GHCR are not updated pre-promotion, so GHCR could be more suitable as a backup or alternative repository.
