clarify and potentially rename EmptyFunctionBlock

As commented in #15 (review), it's unclear what the purpose of EmptyFunctionBlock is. I beleive @svenschneider also wanted to pick a better name for this block at one point, so maybe you can clarify this here. I can then make the necessary changes accordingly (e.g. abandon input in the function definition template switch).
