health check casing database degradation on lower spec

Test Database Environment

Digital Ocean Managed Database
Database Type: Postgresql
CPU: 1 Core 
RAM: 1GB
Storage 10GB, ~5GB Storage

I've noticed that current health_check.db create a record and immediately remove such records which is causing some performance degradation on our database.

I've introduce a new health check that will do a much lightweight checking on the database.

A PR #439 is created that should such issue for those who're experiencing it.
