OK, I should have read the r-pkgs book a bit more carefully before completing my submission, but I noticed (too late) that the book says we don't push the updated version number (changes implemented by use_version()) to GitHub until after acceptance by CRAN.

The book implies there is a "git push" item on the checklist after "Accepted", but that was not in my checklist.

Suggest the first 'Submit to CRAN' checklist item should say something like:
[ ] usethis::use_version('minor') (decline the invitation to push at this stage)

No, I don't think this is really connected to those other issues, which are really about some more complicated release workflows we are considering for tidyverse/r-lib packages and which are probably overkill for most other maintainers.
