If new exam, have fields: Exam name, have section to select questions to add to exam from question bank, Save Exam button, Publish Exam button, Cancel button
If unpublished exam, have fields: Exam name, have section to select questions to add to exam from question bank, Publish Exam button
If published exam, see table of all students and state of exam (Untaken, Taken). If taken, show score (Allow changes), show textbox for comments.
