Transfer enhancements to local TimeOfYear selector to pcic-react-components #50

To speed development, we made a local copy of TimeOfYear and enhanced it. This enhancement is backwards compatible and will likely be useful elsewhere. Therefore update pcic-react-components and make and use a new release of it. Remove local copy.
