Vector Tiles for Application Basemaps

We are in the process of transitioning our application basemaps to vector tiles. Vector tiles provide several advantages such as client-side rendering, which allows us to use a single source for multiple styles and projections without the need for separate tiles.

Impacted Package: This change involves updates to the pcic-react-leaflet-components package.
Expected updates include:

• Integration of vector tile rendering capabilities.
• Addition of new components (BCVectorBaseMap, GenericVectorBaseMap, etc.,) to support application-specific styles and projections.
