Document how to configure container dimensions for Kolla services.

Use the Fluentd service (fluentd_dimensions ) as a concrete example.

Check and link to https://github.com/openstack/kolla-ansible/blob/master/doc/source/reference/deployment-config/resource-constraints.rst for further details.
