LDAP install fails due to a EOL CentOS ldap package for OL8

LDAP install failed in a stack deployment recently due to the package being downloaded from CentOS8 which is now EOL/EOS. We decided to download the legacy file and place it in a object storage bucket such that we can fix this for OL8. When OL9 is supported in the stack, LDAP should work with newer CentOS9 stream.
