Propose to add surveillance:type=camera

Hi,

I would like to propose a "user suggestion". If an element is tagged with camera:angle, camera:direction or camera:mount but has no surveillance:type, the editor should propose the user to add surveillance:type=camera.

I think Martin's comment at #10642 (comment) also applies to this siutation: It's quite a niche issue that would be more appropriate for a tool like osmose, rather than a validator warning in iD
