It's a bit annoying that the previous hashtags aren't suggested, there's a risk of typo.

I'm wondering how common it is for users to manually set hashtags using the dedicated hashtags ui field… on the other hand, it should not be too much effort to offer the last n hashtags similarly to how this is implemented for the changeset comment field. I would say this is low priority, though.

My case is when I find issue with Osmose and fix them in iD, I like to add #Osmose.
