There will be a window asking whether to start the walkthrough or start editing; select "start the walkthrough"
Follow the walkthrough until the Navigation section there's a step "Click the point to select it"
I tried to click the points in the highlighted area, there's a flashing red ring around them, but nothing else happens, not sure what to do next

Later I found that in the development version at https://ideditor.netlify.app/, the highlighted area is around the building above, and I was able to move forward after clicking it.

For me this is only reproducible in the instance built into the HOT tasking manager, which has an additional menu bar at the top. The additional height of this menu bar apparently shifts the walkthrough mask down, causing the wrong area to be hightlighted (you're supposed to select the town hall icon in this step).
The instance on osm.org does not seem to be affected.
