[FEATURE] Add setting the "index.refresh_interval" to the list of supported actions

What solution would you like?
Support setting the parameter "index.refresh_interval" as an ISM action

Do you have any additional context?
This would be extremely useful for log storage where the ingest index as part of a datastream should have its "index.refresh_interval" set to something like 1s to allow users to query logs as they come in, but when the index is rotated and no longer the active write index the "index.refresh_interval" can be reduced as part of ISM to something more sensible like 30s or 60s.
