Charts regional settings differ for pages created with widgets and pages created with page chart tool

The problem

OpenHab provides the possibility to design charts with the ‘page chart tool’ within pages (pages → create chart) or with widgets within pages (component: oh-chart, component: oh-aggregate-series, …). Both methods work with ECHARTS.

The problem is that both methods use different regional settings – in my case ‘English’ for charts created with ‘page chart tool’ in pages and ‘Austria/German’ (region setting of my system) for charts created with widgets within pages.

Expected behavior

charts should always use the regional settings of my system (Austria/German) if I create a page with 'page chart tool' or with widget

Steps to reproduce

1. use regional settings different than English
2. create page with 'page chart tool' in page
3. create page with widget in page
