Parse 2006 Election Results

Parse county and precinct-level PDFs into CSV files for the following elections:

• 2006 general
• 2006 primary
• 2006 special

The website at http://share.tn.gov/sos/election/results/2006-11/index.htm has files for Governor by County and By Precinct. I've done the By Precinct one - I assume there's no need to look at the By County one as well since it's just duplicate data.

Pull request #13 now has 20061107__tn__general__senate__precinct as well.

Awesome, thanks @simonw! Glad to have you onboard. It's up to you, but we often do both precinct and county-level results because they can help serve as a check on each other.
