Suggest, baseHref should be set by default to / instead of /web-app

I believe that the baseHref configuration of npm build should be set by default to / instead of /web-app, this is because the installation should generally not be custom, but optional, i.e. the project is unlikely to want to be configured with the path set, so setting it should be optional.
