Current behavior

right now we have a bot that comment on every issue suggesting to wait for the team to triage the issue: https://github.com/open-sauced/app/blob/beta/.github/workflows/issue.yml

This comment is a bit a lot and I think it would be better if we had this message for the first time contributors only.

Suggested solution

I would suggest to update the code we have for first time contributors (the welcome message) and have that info there.

https://github.com/open-sauced/hot/blob/f478a01e3c14eeecd78437e22c72a3096e9fba0f/.github/workflows/compliance.yml#L56C1-L68

Having this message on every issue is spammy and makes information overload.
