I want to add a !RESET button to the design.

If we don't use, its a DNP part and therefore adds no cost
!RESET can be used to enter BOOT mode without power down by pressing 2x if the firmware that is already on the board is it is linked with the pico_bootsel_via_double_reset library. See: https://github.com/raspberrypi/pico-examples/blob/master/system/hello_double_tap/hello_double_tap.c
