需求描述: 接口走mock模式时支持配置一个mockDelay时间，让接口看起来更像真实的反馈
需求原因: 我在本地走mock开发的时候mock接口返回的速度太快，导致几乎看不到很多加载的loading效果，常常会让我以为页面没有加载，所以是否可以提供一个mockDelay的配置来配置mock接口请求返回的时间，这样让mock接口更加像真实的接口返回速度，并且让页面能展现出加载时的动画效果
