<p>為提升國家形象，讓臺灣脫離海盜王國的不名譽稱號，多年來法務部持續配合 BSA (Business Software Alliance) 查緝軟體的非法拷貝。 不教而殺謂之賊，法務部當然不是只抓犯法而不宣導。畢竟違法拷貝這種事，不像殺人放火，如果沒有強力的宣導，一般民眾用常識判斷，是不會太過在意的。 法律違反常識常情常理，讓一般大眾動輒觸法，該怎麼辦? 這是另一個議題，今天不談。回到主題，所以為了「開化民智」，法務部花錢刊登許多廣告，像是臺北捷運的骨牌廣告，或是電視上的檢舉老闆廣告。此外，法務部 也持續對政府各相關單位宣導。學校每年都會收到教育部來的通知，要老師們告訴學生不可以非法拷貝。法務部勸阻非法拷貝的長期，持續用心，國人有目共睹。</p>
<p>但是這麼多年下來，成效如何?</p>

<td style="font-size: 12px; color: #444444; line-height: 200%;">現任 SLAT 常務理事，同時也是苦勞網秘書長的孫窮理最近發起了一個 NGO Online 計畫，近期的具體目標其實就是要打造新的苦勞網網站。這整個計畫還在很初期的互動討論階段，實做的方式也還沒有定論，哪些人會做些甚麼事更不知道，不過這 樣子的一個計畫，確實帶出了一個重要的課題，也就是對於本地的 NGO（非政府組織）來說，到底運用資訊工具時還能有怎樣的出路？</td>

<td style="font-size: 12px; color: #444444; line-height: 200%;">預計在今年底釋出的新 Debian 散佈套件 Etch，意外地捲入兩場風波之中。首先是實驗性團體 Dunc-Tank，打算用金援 Debian 開發者的方式，希望讓 Etch 如期順利釋出，在社群中引來批判聲浪。另外，由於 Firefox 瀏覽器在商標權與散佈套件安裝修補檔做法上的主張與 Debian 相左，從 Etch 開使，Debian 將不再使用 Firefox 的名稱。</td>
