<td style="font-size: 12px; color: #444444; line-height: 200%;">面對越趨激烈的搜尋引擎競爭，Google 發表了最新計畫 Google Sitemaps，利用該線上免費服務，網站經營者得以將網站內容及更動 自動告知 Google，好讓 Google 加以索引。此項服務將補足 Google 目前網站搜找（Web crawling）技術的不足。此外，Google 將以創意公用授權（Creative Commons）開放此一技術，其他搜尋網站也可 取用此技術，藉以改善搜尋服務。</td>

<p>今天就跟各位分享一下比較熱門的話題就是 Richard Stallman 來台 灣這件事情，為什麼要聊這件事情呢？就我們台灣人的習慣呢，這種 人物我們通常都會歸類為「神」級的人物，當然依照對神級崇拜的習 慣，自然小弟我就要在此跟各位報告一下小弟參與這位神級人物的演 講後所得到的一些心得。當然會圍繞在我聽得懂的地方啦，尤其是在 教育的環節上。</p>

<p class="MsoNormal">對於已經熟悉C/C++ 或是 Java 的程式人員來說， PHP 是一種很容易上手的程式語言。針對開發網路應用程式，它內置的函式庫和較不嚴謹的語法縮短了不少開發時間。現在 PHP 最新版本是 5.1.4，不過還有很多以 PHP 版本 4 來開發的開放原始碼軟體。因工作上的需要，經常要撰寫一些 PHP 程式（以版本 4 的為主）。以前有花一些時間去研究相關的 PHP 開發及除錯工具（都以開放原始碼的為優先選擇），以下是一些個人經驗分享：</p>

<td style="font-size: 12px; color: #444444; line-height: 200%;">合理使用（Fair Use）的理論伴隨著著作權（Copyright）架構一起出現，可以說是種調合公益、私益，減少著作權上私有制和公共利用需求間磨擦的方式。我國著作權法於第四十四條至第六十三條詳列種種合理使用的例示，最後於第六十五條做了原則上、總則性的概括定義，主軸的思想就是在合理使用的範圍之下，並不構成他人著作財產權的侵害。而何謂合理使用的範圍、如何界定及劃分，取決於個案的情狀，例如利用的目的、性質、營利或非營利利用，甚至利用的比例都會造成一定的影響。簡言之、可以這樣理解，對他人著作財產權的一部分，不可避免、低度、輕微、合於學術或是更高公益目的的使用， 是著作權法所應允的。</td>
