<td style="font-size: 12px; color: #444444; line-height: 200%;">長期以來，醫療資訊系統面臨的挑戰，主要來自下列三個面向：一、 如何讓資訊系統提供令人滿意的服務功能，以取代將醫療記錄登載在 紙張上的傳統方式。二、資訊系統的需求經常會改變，如何快速因應 系統的改變需求。三、如何與其他醫療團隊夥伴，共同分享資料與工 具。難以避免地，醫療資訊系統的建置維護需要花費成本及投入資源， 但傳統的專屬系統開發模式（proprietary development model)，並 沒有帶來令人滿意的成本效益，致使出資單位、醫療專家、系統開發 商、以及使用者之間，各方處於長期角力的不平衡狀態，一旦出現新 的需求，系統開發商所能提供的改進方案往往是相當有限。那麼，是 否有其他的發展模式能夠提供更好的成本效益？在美國加州大學洛杉 磯分校（UCLA）醫學中心，一項稱為「治療成效開放式架構」（OIO, Open Infrastructure for Outcomes）的計畫，已構築起未來醫療資 訊系統的新基石。</td>
