<td style="font-size: 12px; color: #444444; line-height: 200%;">2003 年 9 月 24 日歐洲議會針對「電腦執行的發明之可專利性」指令（Directive）提案投票一讀通過，該議會的投票結果為：361 票贊成，157 票反對，28 票放棄。目前還尚需等待歐洲理事會獲得一致通過，最遲在 2004 年 5 月 17 日就會有初步結果 [1] 。一旦該指令確定，如果專利公約（European Patent Convention；EPC）的內容與其相牴觸，則公約內容的文字必須加以修正，使其與指令內容相符。</td>

<td style="font-size: 12px; color: #444444; line-height: 200%;">“專利”將對自由軟體未來構成威脅？Bruce Perens 對此事提出警告。當大型軟體商掌握軟體開發相關專利，未來小型軟體公司、社群、個人，恐怕無法自行發展軟體。社群網站 Slashdot.org 上，一篇標題為“微軟向紐西蘭申請 XML 文書處理檔案專利”的文章，給了未加警覺的開放源碼社群，一個值得深思的提醒。一旦該專利通過，未來除了微軟，其它人無法將 XML 檔案格式，用於文字處理檔案儲存。</td>
