Looks like Chicago is only a subset of it's surrounding county so it's hard to do a straight swap for the Chicago city precincts in https://github.com/datamade/chicago-municipal-elections/ with what is already in this project.

Elections within Chicago are administed by the Chicago Board of Elections, which determines the precincts in the chicago-municipal-election repo. Elections within Cook County but not in Chicago are administered by the Cook County Clerk, and they are responsible for those precincts. It's not fully accurate to say that the Chicago Board of Elections precincts are a subset of of the Cook County precincts, since they are administered by different authorities.

Are the cook county precincts available, too? If so then I can remove Cook County from the 2010 file and replace it with both Chicago city precincts and Cook remainder precincts for 100% coverage.
