• refactor: Generalize parameter estimator  #5964 -- small scale param estimator refactor, including
  • baseline CPU calibration cost
  • fixing some unit-of-measure bugs in estimatons

• refactor: use the lower level wasmer APIs #5960, refactor: Runtime structure now contains VMConfig #5987 -- refactoring to use low-level wasmer APIs, avoiding extra complexity from high-level wrappers
• optimizing wasmer desrializtion
• investigating storage costs
