Improve cluster sample warning messages

Consider changing warning messages that print when % box sampled is increased during interval cluster sampling. Right now, it prints a message for every consignment. Maybe print just one message per simulation, possibly with a summary of the number of consignments affected or some other info if useful. The primary improvement is to reduce number of printed messages and improve clarity.
