When installing InVEST, Windows asks if I want to give it network permissions

This just started appearing for me recently, but when I go to install InVEST it asks if I want to grant InVEST permissions to public and private networks. I think it'd be good to know if this permission choice actually has any impact on InVEST. It'd be good to note it somewhere too, for users who might be confused by seeing it and not knowing what to choose.
