The goal is to eventually retire all endpoints under legacy-endpoints. To do this:

refactor meditor-api-scripts to use RESTful endpoints
add middleware to log usage of legacy-endpoints as well as the uid of the user

This will allow us to transition off of the legacy-endpoints and gradually remove them
