[task] Check plugins mentioned/used with python 3.12

If we bump to 3.12 there are some performance benefits, so it may be worth checking if the plugins used and mentioned are fine.
Mostly it's cellpose, stardist as they have more complex dependencies.

In the linked PR i set 3.11 which has been out for a long time and has improved error messages.
