[Mod tools] Email verification

We'd like the ability to require new accounts have email verification before being allowed to join games / post in the general chat.

I don't think email verification adds any meaningful roadblock for bad actors, since it's trivial to use temporary and anonymous email providers - it just makes the site less convenient for normal people (and smurfs).

As an updated comment for that, if we ever get issues with bots, I would rather a solution like a (open source, non-google) captcha than email verification.
