Actually the fuel gauge IC needs to be configured and rebooted before permanent connection to the cells. The probably best way how to do that is to solder the cells with disabled output DC/DC converter. Then enable 3.3V converter X1 to supply fuel gauge IC U1.
In the current design is hard to do that because enable pin of X1 is permanently connected to the input power. The better solution should be to use a solder bridge, which could be soldered after the soldering of the input cell battery and after configuring the fuel gauge firmware parameters.
