[Website Design] Tundi's Design Proposal

In the fall of 2019, Tundi Szasz created a set of website design proposals that we were never able to implement. The designs were well researched, thoughtful, and addressed many of the web needs and desires that were called out from earlier discussions.

I'm making an issue here as a flag to keep those designs in mind for next website updates.

This also is a good chance to integrate some interactions around forefronting our code of conduct on the main page, etc.
