ConnectionRefusedError: [Errno 111] Connection refused for hostname,IP
SMB error: Hostname does not reply back with its machine name for hostname or IP
were not helpfull for findig the reason for the failing connection.

Reason was:
ipconfig /all
...
NetBIOS over Tcpip. . . . . . . . : Disabled
...

To anable:

use default or enabled
