As a TRE Administrator
I want to set the default keyboard layout in Guacamole
So that it matches the keyboard layout of the VM and doesn't default to US English.

(VM in the screenshot has UK English installed but Guacamole defaults the RDP session to US English causing Windows to display the Language selector as "US English" on the taskbar)
