Latest version of cTLS removes everything about optimized P-256 encodings.

cTLS seems stable but still uncertain if TLS WG will adopt more compact encodings for P-256. Current editor's note in draft:

Editor's note: This version of the document analyses the -09 version of cTLS, which seems relatively stable. It is uncertain if the TLS WG will adopt more compact encoding for P-256 and ECDSA such as secp256r1_compact and ecdsa_secp256r1_sha256_compact {{I-D.mattsson-tls-compact-ecc}}.

Up to the IOTOPS chairs to check cTLS status and decide when we are ready to publish. Right now, no further actions are planned by authors.
