Package versions

Find a new combination of versions of ansible, openstackclient, openstacksdk, community.general and openstack.cloud that all work together and update playbooks to use them.

Terraform requires community.general >= 5.7.0
community.general 5.7.0 requires Ansible >= 2.11
Recent versions of Ansible come with openstack.cloud 2.x and require openstacksdk >1
Current openstack playbook does not work with openstack.cloud 2.x
May be compatibility issues with openstacksdk (also used by python-openstackclient)
