Par défaut, les opérations de neutralisation sont considérées comme neutralisantes pour les infrastructures concernées.
Il faudrait pouvoir caractériser le niveau de neutralisation de l'infra (partielle vs totale). peut-être avec une valeur par défaut (totale?).
