Allow a toggle for mints to be in peg-out only mode to sunset mints.

There is also a good use case for setting a mint to peg-in only.

Imagine you are serving your content via Proxnut and offer a Cashu mint for your users. However, you do not want to allow pegging out, because you don't want to become payment facilitator for whatever reason.
