I'd say just try to do a pull request. It seems like the latex team is actively making changes to the repo.
While (x)color has some predefined colour sets they are not really needed as any document can easily define the colours it needs, and especially a set associated with one particular external project would not fit well. If we had one such named set it woulld be hard to refuse any.
I would encourage you to rename tailwindcolors.tex to tailwindcolors.sty and upload to CTAN, then a user just needs \usepackage{tailwindcolors}
