Have some system to alert me when https://github.com/PokemonTCG/pokemon-tcg-data/ gets new set updates

A suggestion I got was to add a "Refresh cache" button in the UI to run the scripts/cacheSets.js script in the background

As well given most sets have an expected name (with SV sets, sv#) I could have a scheduled job run behind the scenes to check if a file exists in the pokemon-tcg-data for the cards in a new set and if it does, run scripts/cacheSets.js.
