Need to specify LoadBalancer listener scene when deploy HA kubernetes on QingCloud #759

QingCloud LoadBalancer add a new function scene, it's useful in HA cluster deployment. When one of masters down, the connection between kubelet and LoadBalancer will be still active, but the connection between loadbalancer and master node are dead. This will cause timeout issues. So scene Terminate long connections when backends are down come to the rescue.

It should be updated in both v2.1.1 and v3.0.0.
