[bug] hangs with "Currently loading pipeline information"

Environment

• How do you deploy Kubeflow Pipelines (KFP)? Kubeflow Pipelines standalone
• KFP version: Version: 2.3.0
• KFP SDK version: kfp==1.8.22

Steps to reproduce

I'm currently migrating from 1.8.2 to 2.3.0
Each time I'm starting a pipeline, the UI hangs for ~10s with the message Currently loading pipeline information, but using Chrome inspector, nothing seems to be loading.

This is a brand new Kubeflow pipeline installation with an almost empty DB

Thanks @jc-louis I don't think I have seen this behaviour from main, I would need to check 2.3, in the meantime do you see anything anomalous in the UI pod logs?

hi @HumairAK , could it be the same as this issue: #10897 ?
it seems like the fix that i done for it is going to part of the 2.4 version?
