The OGR-SOSI driver is labeled as read/write, but in write mode it only produces empty files. It would be great if write support for the SOSI driver could be completed. This would help both consulting companies and public authorities to produce data in SOSI format in a cost-efficient way.
Any chance Kartverket gets active in that direction? What would be needed from user/consumer side?
Tools like QGIS or GRASS - which build upon GDAL/OGR - support topological editing and e.g. input masks in QGIS allow for validating input of attributes, meaning that these tools should be capable of producing proper SOSI files given write support in GDAL/OGR.
Not sure though how important support of curved geometries is for SOSI (which is a planned feature for OGR and not there yet).
Maybe this issue should rather be reported in GDAL trac than here?
