[Feature Request] IRC Cmd !scan #33

I would like to manually scan an ip via the logchan, such as !scan 72.22.22.22

Some ip's sometimes are missed even if they have open ssh. I'd like to recheck these

If you could make it accept a CIDR range that would be even better (Yes I realize it'll be slow)

This should still submit to the DNSBL's if found
